With its June-2024 incorporation of Carlos Monteza –formerly practice head at MOAR AbogadosCuatrecasas has put itself firmly on the map for public law and regulatory matters; a regulatory and administrative specialist, Monteza has particular strength as regards issues involving the economic analysis of law and legislation.
After almost 30 years at the former Rodrigo, Elias & Medrano (now Rodrigo), former senior partner Carlos Carpio left the firm in March 2025 to establish his own boutique, Estudio Carpio Ramírez. The firm has a comprehensive offering as regards administrative law, be it at national regional or municipal level, as well as specialising in advice on bidding processes, selection procedures and joining the National Registry of Contractors. It also handles clients with defence as regards administrative sanctioning procedures. Carpio is a 30-year veteran of the sector who in addition to his administrative law expertise also has deep knowledge of the real estate sector.
Founded in 2024, the nine-strong Integral Consultores offers specialised advice on public procurement and contracting, infrastructure, contract execution (including NEC, FIDIC and other standardised formats), and ADR via arbitration, dispute boards and direct negotiation. Previously a senior associate at Estudio Echecopar, departmental head Juan Carlos Medina Flores has a strong background in both public law and projects work and specialises in construction law, public procurement and dispute resolution. Key support is provided by associates Fiorella Buleje and David Ruíz Mera.
Founded in 2023 by former Baxel Consultores co-founding partner Raffo Velásquez, RVM Abogados demonstrates expertise across public law and both civil and commercial litigation – particularly in relation to the execution of contracts and infrastructure projects. Estudio Echecopar

Estudio Echecopar – which, as of July 2025, has terminated its association with Baker McKenzie, returning to its former, independent standing – is a strong choice for a broad range of public law mandates. The practice group at QA Legal is well-placed to handle a range of public law mandates, namely advising on PPPs, drafting agreements for the development of energy projects, arbitration cases and conducting regulatory due diligence.
